What is wrong with this tree?

About 3 months ago this tree looked fine. The neighbors (their yard starts directly in front of this tree, they could reach over fence and touch is basically) have wanted it removed because leaves fall on their property. I told them I would look into having it removed when I could afford it, that was a few months ago, then this suddenly appears. Is this a natural occurrence? Did they put something on it?

It's either rainwater draining down from inside the fork to outside on the trunk, and/or damage caused by the included-bark and then leaking sap from the injury. I'm near 100% sure it isn't anything your neighbor did.......

The injury will cause progressively expanding rot...you should plan to remove it. Also, per the other recent thread, it's too close to whatever structure that is. (which is definitely not as solidly constructed as the building in England!)
