These look like Junipers or some sort.

Junipers have two types of foliage, one is called Juvenile growth and the other, mature growth.

Newly planted trees/shrubs will show more of the juvenile growth than a more mature tree.

It will transition from juvenile to mature as the plant gets larger/more mature.

I still see spots at the base of some of mine that still sprout juvenile.

They should both change eventually. So not much concern here.

But many junipers will grow both kinds of growth at the same time, for a certain period of time and some will produce immature growth all their lives.

Different varieties of junipers can perform differently in this way.

Do you know if these were these named varieties?

Did you plant them or did your supplier?

And I'd direct these questions to your supplier and see what they say.

Just to add:

Difference in sunlight exposure can affect this also.

More sun the better for junipers.

If you bought two cultivars that were supposed to be tighter growth, that one may be reverting back to the normal variety.

@BillMN-z4a I went and looked closer at the other juniper that I thought didn't change and can see it is starting to change at the top. I also looked at the large juniper and there were some spots that had juvenile growth. Thanks for the explanation. I really had no clue.
