I agree with removing the shutters but not sure trim is the answer. What do you mean and intend to use as "trim"?

Part of the issue is going to be double hungs on the 2nd floor and casements on the 1st floor as wider trim can sometimes look "off" on casements.

The biggest flaw with your house is the two lower windows. They're not the same size and they are smaller than the upper windows. Trim instead of shutters won't change that. What you need to do is add landscaping to distract the eye from the flaws in the facade. The best thing to do would be to add a tree in your lawn, lined up between the windows. Something short with a crown between the windows. This might be a weeping cherry or Japanese maple, but a redbud might work, too. You can add taller shrubs in the middle of your foundation plantings, too.

I'd add taller landscaping. A taller shrub between the two lower windows would distract from their mismatchedness. You could also put a lovely flowering tree --- a Japanese Maple or weeping cherry --- in your front lawn, lined up between the windows. Right now, there's a clear view to the facade and all of its flaws.
