why so stringy ?

Your image is too small to see tiny strings, but that's what fiberglass insulation looks like.

This is before the (supposedly) new insulation was replaced . Moisture issues . The new insulation appears to be an improvement. I just assumed it would be more flat - together like other homes we’ve had.(( hope that lakes sense

perhaps slightly different types & quality (?

Do you know what the brand is? It looks pink like Owens Corning but it is kind of scruffy. Fortunately no one is going to be looking at your crawlspace so if you have the proper inches you're good.

The OwensCorning pink insulation looks new. It will look like the old after a couple decades too. Both new and "stringy" perform the same. Moisture issues are not from the insulation. It would be from improperly installed/lacking vapor retarder on the soil and inadequate venting.
