I would not be ”torn” about picture lights. But I understand what you are saying.

I would not shoot light at the pictures from the 24’ ceiling. Whatever picture lights you use, if possible, gear it to the pictures- which I assume are in the range of eye level. So maybe old school picture lights. No spotlights.

Cable lighting is IMO a must with 24' ceilings . Lighting needs to be at human height to be effective in a home I love cable it can allow you light without the worry of cords on the floor too/

Are you really asking about only lighting art, or are you concerned about the whole room being poorly lit? Maybe you need to be planning for more lamps and sconces in the room?

It's imperative to get the light source closer to the art.
