Wire connections must be in a box with access behind a removable cover. A frig plugs into a recepticle mounted in a box.

It's not a leaking water line. It's ice built up on the refrigerant tube that returns to the compressor and indicates the condenser, the part that freezes and cools the refrigerator inside, is not completely defrosting. Find the condenser by removing it's cover and you will see built up ice to confirm you have a defrost problem.
