What makes you think they are both not ’Green Velvet’ boxwoods?

@arcy_gw are you seeing a plant tag on the boxwood on the left? OP only said there was a tag on the one on the right from HD. I assume OP’s ”fern velvet” description for the one on the left is a bad auto correct of ”green velvet” as I haven't seen a ”fern velvet” variety (but I am not an expert).

I have Green velvet boxwoods and they can get about 3-4’ tall.

The onnly fern velvet boxwood I find is a fake one so my brain tells me they are the same

You do know that boxwood can be pruned to any size you want?????

You don't live in an area where all the boxwoods are dying from insects (boxwood moth) and disease (boxwood blight)? I thought these problems were everywhere.

Next time you have a landscaper plant something, check the plant tags before they plant or ask for the plant tags afterwards. Just to be sure.

I use the Picture This app to identify plants. I love it because it also reports on the health of the plant and suggests solutions. I'm using it constantly!

I'm afraid you may well have been getting a lot of wrong identifications if you're relying on an app alone. And I very much doubt any app can dustinguish between cultivars of box. It's very difficult even for expert humans. They're pretty similar and the differences are often small. And apps look at foliage alone not size, shape or intangibles like disease resistance or hardiness.
