Sites 1 and 2 are in the river flood zone and would help divert water from the storm drains.

Site 3 is also in the river flood zone, and it would capture the rain and everything it is washing down the slope. This space could also be designed as a nice outside break area for people who work in this building.

I know where this is! :) Here are my comments:

Site 1: I see some tire tracks. I think any garden here would get run over by vehicles. So unless you are a glutton for punishment . . . :) I wouldn't plant it here. Heartbreak potential.

Site 2: This also is where park maintenance vehicles drive. You could put it below/south of the sidewalk, if you avoid trying to garden where the tires of maintenance vehicles have compacted the soil. Kind of like this photo (below).

Site 3: Office building site. This looks good! Can you get some of the roof water to go here? Or does it already? Where do the downspouts outlet? This is your homework - to investigate.
