They are fixed, but could have easily been casement windows. I just don't care for the look of conventional casement hardware and screens, and the door is operable, so venting them wasn't necessary. Authentic push casement hardware can look great though, but you have to pay a premium for it, and not every manufacturer offers it. Hope that helps!
