Light can be as low as 68" - 72" off the floor (6 feet). no need to keep it up at 7'

No that's not correct many people are over 6 ft. which is 72 inches, people that are over 6 ft. would bang their heads on the light fixture or have a light fixture in their face. Recessed lights or flush mounted would be ideal.

The possible glare from a fixture lamp (bulb) will be less the lower the fixture is installed.

Agree with mark. Consider a flush or semi-flush fixture. Do you have a photo of the space and any nearby fixtures?

What? How do you get less glare if the light is right in front of your eyeballs instead of over your head? Depending on the shape and size of the glass shade/ diffuser, I have installed many at 80" off the floor, but lower is never better as a general rule.
