Something on this idea?

Sink under the window, stove on back wall, refrigerator opposite sink and fill in with cabinets above and below.

Since it is a new home, I'm pretty sure you don't want to get into tearing off the tiles and having to relocate electrical. There are certain elements that stay in place that you will need to work with. For instance, the sink should be under the window as there is already plumbing. Next look at your layout of electrical, it appears there is an outlet in the middle of the wall at a lower level which could be utilized for the stove. Once you've determined the appliance layout, then it is a matter of filling in the gaps with cabinets. When I design a kitchen, I always have several items on my check list: a pull out garbage/recycling bin, pot drawers, pull out spice rack, pantry, cutlery drawer, durable countertop with great prep surface, display cabinet and task lighting under cabinets.

I agree with the others about appliance placement and cabinets. Organization inside the cabinets as the other designer pointed out is going to be key!
