aluminum windows in washington state?

i keep hearing that we won't be able to use aluminum windows here in washington. is this true? if not, how can we achieve a look like this in our new construction home in the seatte area?

what option do i ask milgard for to break the window up like this? I dont see an exterior grid as a standard milgard aluminum option.
