Need ideas/suggestions for a cool light fixture

Hi everyone!

I found this at a habitat for humanity restore and I have no idea what to do with it. At first glance, it looks like a vanity four light sconce, but it is hinged and compactly folds in half. Also there are two switches on the top: the first controls the outermost lights (bulbs 1&4) and the second controls the inside lights (bulbs 2&3). Also there are neither markings/serial numbers nor a manufacturer's plate so I have no idea how to find who made it and what it's original purpose - if anyone has seen this before or knows what it is, I would like to know more information about it!
