I'd suggest a stucco skim coat on the blocks, then a cap for the wall.

Basically, I'm agreeing with Darzy. I think it looks great; all you need is a smooth stucco surface and paint. You could put a cap of some sort along the top, but even that isn't essential -- though it might be best to supply a slight angle so that rain doesn't sit there.

Above all, put some plants in front, (as rina's photo magic shows). It will do wonders to break up the hard edging. I would suggest varying heights for visual interest. You could paint the wall a beautiful teal or shocking pink if you have greenery in front...
