Soil in border off patio stays wet.

My husband thinks it's because rain seeps through patio pavers so slowly that it stays wet. Doesn't make sense to me. The soil STAYS soggy! Called water company & they don't think it's a leak. Any ideas who I could call to look at it? Landscaper, plumber? Thanks!

You could try doing a sample of the soil by drilling down and pulling a plug. You can the see if you have enough drainage in the soil. If you have a heavy clay soil this could also be contributing. A landscaper could help
