I know what I would try, but not sure how to explain it.

The part in red is a single piece that is mitered on the right, and cut to fit around the step.

The part in black continues the upper base around the corner, then down to meet the lower base.

This will require some custom carpentry and if done correctly, will allow the two levels of base to flow together.

I don't know the answer, but you are right-it's not acceptable. a good finish carpenter should know.

The way this baseboard has been installed in the attached photo would be a good idea for you. I also think your contractor shouldn't have any problems doing it.

Get a good finish carpenter in to look at what he can do. When they're good, they have skill, vision and artistic ability.

Crazy! He did not need to put that short piece of molding on the floor of the inner wall. He should have ended the moulding on the kitchen wall using a self return at the end.

I can't quite tell if it would be possible to encase all the openings with molding. That could look nice, but there could be an issue with the step area. However, a plinth block might be possible for that transition.

No matter, what you have isn't working. Geesh, I'm not even a professional woodworker, just a single gal who had to figure this out myself over three houses, and I could see that a mile away!
