Insulation Q - To Replace Windows or Not

Have a standard subdivision (construction grade materials) house built in 1994. It's really difficult to heat in the winter time, the Heater is cranking up quite often, we usually keep it on 72 degrees. Since we have quite a few windows, I was thinking that replacing them with a higher quality type window would help insulate better. In talking with a builder friend, he indicated that cost would be quite high for 20+ windows and return would be limited. His argument was that since the walls are not well insulated, the windows would only provide a limited overall improvement.
Questions for those with expertise in house insulation:
- Would it be worth replacing some of the windows only (i.e. the ones for rooms where we spend most of the time)?
- Is there any feasible/economical way to insulate walls for prebuilt homes or is this something prohibitively expensive and only worth doing when building the home?
- Are there any other ideas I may not be thinking about, anything else that may help with the overall insulation of the house?
