This is a custom design which works with a specific height and integrated into the custom railing system. You might have better success finding a skilled craftsman to take the basic idea and work it into your home.

Is there another means of egress from the loft area? If not, how does this fit within the building code?

Yes, the loft above wraps the living room back to the master closet through a cool "submarine" door. You can see it at the end of the hall in this image:
