Are 25 quart trash/recycling bins big enough for a family of five?

Hi,
We're big cooks, moving in to a space that is big for US, but probably small for anyone who is not a city dweller! Designing the kitchen before we move in, and our options for garbage are to cram 3 bins for trash (worth noting we don't have disposals here in NYC), mixed glass/cans recycling, and paper recycling, in one roll-out cabinet, OR going with two 35-quart bins and finding another spot for the paper. That would probably be one of those somewhat wonky bins you use plastic shopping bags in, on the back of the door to the sink base. We don't have any other handy space, eg garage or steps to cellar, nearby, and don't want any bags of recycling floating around our living space . . .
