I'm not sure that they actually need to be dried at all before planting (though you'd want to dry them if you intend to store them), but I might worry that seeds from a green pepper aren't mature enough to be viable.

Green bell peppers are unripe red bell peppers. You may not get germination as it's best to use seed from ripe peppers, although if the green pepper is mature enough, it may work. I've gotten germination from green Jalapenos from the local grocer, but it took two tries, and the seeds I sowed within a couple days of removing from the pod germinated, while the the ones I dried did not. You could do a germination test with a few seeds folded into a moist paper towel in a baggie if you are not ready to start your plants yet.
One more thing...if the peppers you have are hybrids, you may not end up with the exact variety you took the seeds from, but you may like what you get. I was lucky...my Jals turned out just like the store bought ones. Let us know how yours turn out. HTH

Also, you may need to keep them in a fairly cool refrigerator or possibly even a freezer for a bit before germination. I've always been told (haven't experimented to determine the reality) that many seeds need a "cold" period before they'll germinate well. I've always kept mine in the refrigerator after drying just for longevity purposes if nothing else.

I wouldn't put them in the freezer. If there is any moisture in them the cells may burst from freezing. There is a moisture percentage that is safe for freezing but I don't know what it is. Just air-dry them on a paper plate or something similar for several days, then put them in a container or envelope. I sometimes use an empty prescription container. Keep them cool and dry for longevity, or if you don't have perfect conditions, grow them out and re-harvest seed on a semi-regular basis. Pepper seeds are viable for quite a long time, unlike some things like lettuce for example which is only viable for about a year or so. I don't even have the proper conditions...mine are stored in an upstairs bedroom in baggies, in a box under the bed. The room is over the kitchen so stays pretty warm, and I'm still using seed that is several years old. There are no doubt many threads on saving seeds if you have the time to search, especially on the hot pepper forum...tons of info there. HTH
