If the seeds are hard to the touch they would benefit from at least an overnight soak - this speeds germination tremendously. As an example I soaked bunching onion seeds for 24 hours, planted them and got sprouts within 3 days.

So don't give up on the seeds you planted, just keep them moist and they should come up. Some seeds, by the way, take much longer than a week no matter how you try to coax them! Happy gardening. Maureen
