2nd floor screened in porch

This appears to be on second floor and I was curious what screens were used. I believe our local building code would require a railing in this case, but was curious if there were screens durable enough to give needed measure of safety.

    Just curious, are these completely fixed screened panels? It doesn't look like they open or recede vertically.

    They are fixed screen panels and the hardware cloth mess is 1/4" square
