How does a grafted tree grow?

If you have a grafted tree and the first branches off the central leader are 3 feet off the ground, will it always be 3 feet off the ground? As the tree grows, will this first branch also grow to be 5 feet off the ground? I am asking this because I want to be able to ride a lawnmower under a planted tree.
