Worms in my garlic

I've been very lazy and am just now getting to cutting the tops and roots off my garlic and I discovered a couple of really bad things.

First a large percentage was rotten. Half a bulb here, a couple cloves there. All varieties had rotten cloves.

Second, in one rotten section I found some small worms.

How did they get there and how do I prevent them in the future? I've never had them before.

A couple of (maybe) key points: I may have harvested a little late. Not horribly late, but just a little. I cured them in my garage and I may have left them in there too long, but I wanted to be sure they were completely dry. I then stored them in my basement which is usually cool, but somehow my dehumidifier got switched to "always on" and it blew hot air very close to the area where the garlic was so they experienced warmer than normal conditions.

Anyhow, can someone help me with the worms?
