Unless you bought some sort of warm weather southern variety of blueberry, your blueberry plant should have absolutely no problems with the winter in zone 6-7.

When you buy a tall blueberry with leaves just at the top, it was probably raised crowded by other potted plants and didn't get enough sun down low into the plant. I would wait until spring and cut it back a bit to encourage it to send out some new branches from the base, with leaves on them.

Usually blueberry shrubs are sold for transplant when they are in pots about 8 inches high, and the plant will be about 16 or 18 inches high. Generally, these potted plants are sold and transplanted in the spring. You say that your shrub is "scraggly," and four feet high. It should have been covered with green leaves. From your description, it could be that this shrub was not kept well watered at some point during its life at the nursery. If that is the case, it might never recover and thrive, no matter what you do. My experience has been that when these shrubs are allowed to dry out, they never fully recover, and I have lost a few that way.

If you planted that blueberry a couple of months ago, it should have roots down in the soil by now that will be deep enough to survive some light freezing of the soil.

The last thing you want to do is pot it up and move it inside for the winter. It needs the cold in order to leaf out and bloom next spring. Agree that it should be fine outside unless it is a very low chill southern type.

What you need to be concerned about is the pH of your soil. Since you don't give a location, we can't even guess on that.

I potted a Blueberry plant and moved in the house during winter. In summer it did not produce any thing. I was told in zone 7 leave it outside that what it suppose to be.

If it is wedged between 2 pepper plants and the peppers are doing OK, your soil probably isn't acidic enough to have the blueberry plant do well. I'd check the Ph of the soil and add sulfur if it isn't below 5.0.
