Composting drum not heating up

I have a composting tumbler that is not heating up past 120 degrees F. I have added grass clippings from both my yard, as well as my neighbor's yard, yet I am still unable to get the compost hot enough to kill weed seeds. I don't have anymore compost activator, although I have heard that I could use bread yeast instead. I have plenty of green biomass that I could add to the composter, but most of it is in the form of weeds, so I risk 'spoiling' the batch if I still can't get it hot enough.
