Are they dead or will they still grow

NEW GARDENER-My parents gave me (50) allium bulbs that they purchased in the fall( but never planted)They have been in the house in a cool basement in a paper bag. Some are starting to sprout (not sure if that is the term)-some are going bad. It is early spring here and just wondering if they can be planted now. I realize that I won't get any flowers this year from these bulbs...just wondering if they can be planted now? Will they rot in the ground if I plant them now and how do you tell if the bulbs are still living bulbs? Any help would be greatly appreciated for this new gardener!
