I'm not able at this time to look at the pics, but Lophophora generally retract in the winter and plump out in the summer.

They'll flower when the conditions are right for it, but you're right, generally this plant's pretty easy to flower - just be patient, and it will.

Give it full sun, a porous soil, and lots of warmth. Additionally, I would not divide it.

The 2nd photo is what mine looks like, it's dormant now, come spring when it warms up and I give it some moisture it will plump back up. Don't divide it.

ok i wont divide it, i was hoping u would say that anyway...i get worried and lil scared when i cut my plants.

I think it is a williamsii, the ribs are relatively well-defined.
Watering ... I hoped that someone from a warmer climate would answer that. I water mine like all other "desert" cacti, May-September, but that period should be extended in Egypt. The interval varies, at least once per week in hot weather (> 20°C/77°F), less frequently when it's colder. It depends on the soil too, yours look denser than mine. I have to use a coarse mix, sometimes I need to dry them out quickly.
They seem to start wrinkling a little faster than the majority of my cacti when dry.

it is kind of cold now so i will avoid watering till it get warmer and then water it once/week
