Help me save this cactus!

Hi guys,
I recently came into possession of a small cactus which had been severely rotting in damp soil. There were multiple arms, however it had all been destroyed by rot except for this one arm which detached from the body. I'm not sure what species this is. It is weak and flexible like rope and trails on the ground, from what I am told the full plant never held up its own weight.
The more important question is, can I plant this arm and is there anything I should do to it? The arm has been alive for some time now. It detached on the left, however the tip on the right seems to be starting to discolor.
