It's not an easy answer without knowing the site, its drainage,availability of water and certainly how wide an area you can devote to the replacements.

Some people are going to wax myrtles and all varieties of holly. Neither of these are perfect in all locations .Some juniper work (like Pathfinder) but they get pretty tall.
Obviously, for privacy hedges, one wants a plant that grows densely from the ground up and few of us have the room to 'layer' a shorter evergreen in front of plant materials that don't grow densely at the base.

As for maintenance the first year or more , anything you plant needs attention and regular watering, sometimes staking also.

In my very narrow side yard, I have Greenspire euonymous(the deer love them but they grow back),curly leaf ligustrum, tall yaupon holly and native (skinny) cedar trees. It's not a full visual block in spots but a defining row of plants to mark the boundary.
