Having hard time germinating Korean pine?

I have seeds from korean pine which are about 2 years old. Which have been stratified long ago, kept in cold environnement for better preservation. None of them are likely to germinate, the embryo seems to liquify or they won't germinate at all. It's been 3 weeks and there is no result. I haven't had any problems germinating them in the past, but sadly all my seedlings die back then. Anyone know what is happening with my seeds?
