This looks like a "faux" relaxed roman shade pulled up to a valance length. I say faux since there is already a sheer fabric panel to provide privacy. A relaxed roman is simply a flat roman shade that is pulled up on just the sides to create the relaxed or smile on the bottom of the shade. It would typically be mounted on a 1 X 2" or 1 X 3" board with L brackets depending on the clearance needed.
