Yes they all become woody, this is quite natural, that is why they are cut back each year to promote new growth for the following season - Kath :)

The fuchsia is a deciduous shrub which will only flower on the new growth. Over time the stems can become very thick and most growers will in general only keep a plant (bonsai, standards, fans etc and baskets being exceptions) in a pot for three or four years at the most.

Another excuse for taking cuttings, as if we needed one.
