Fuchsia's are only an annual in the colder climates 0 thru 5 and are perennials zones 6 and warmer. Zones 6 & 7 it is a good idea to mulch heavy for the winter months. When planting fuchsias as perennials be sure and plant deep, Fuchsias need rich organic soil to thrive in, they also need to be fed a balanced fertilzer on a regular schedule. Lots of water in the hot time of the year. In warmer climates they prefer shade, in the coastal climates they can tolerate full sun. If growing in a basket be sure and give plenty of water, if they go into a droop they need water. Make sure your baskets are in the shade away from the direct sun. Rich soil, lots of water regular feeding and they will do very well. Harvesting the seed is like any other plant, wait until the seed pods have matured and dried before harvesting. Seeds should be cooled 3 to 4 weeks in the fridge before trying to germinate.

Did you check the FAQ's for this forum? There is a very good summation on harvesting and germinating fuchsia berries - they should be collected when fully ripe (usually a dark purple and soft), not allowed to dry out (germination of the dried berries is poor) and do not need stratification (chilling) to germinate successfully. They also grow very well from cuttings.

And all fuchsias are perennial - most are considered shrubs or trees, as they develop a permanent woody framework, although there are a couple of vining species as well. But since they originate from semi-tropical or topical climates, most are not cold hardy and are sold and grown as tender perennials or annuals, especially the popular hanging basket type hybrids. (The terms "annual" or "perennial" are used to describe the lifecycle of the plant, not their cold hardiness,)
