help identify (no picture)

Maybe you can help me identify this herb:

It is perennial in Central NJ (zone 6).

In its second year, the height is about 3 feet.

It has a central trunk with branches leading off the trunk.

It is woody.

The branches have soft, feathery pin-like needles all along each branch - from where the branch meets the trunk to the far tip.

When you run your fingers along the branch to remove the needles, your fingers get a little sticky.

The smell of the freshly removed needles is unpleasant, possibly described as medicinal but the dried needles are pleasantly fragrant.

It does not produce flowers (at least it hasn't yet)

The needles are greyish green.

I thought it was Wormwood but the leaves are not crinkly like Wormwood.

Any guesses?
