Indoor herbs?

Well, I'd like to say that I'm a very new gardener. I decided I wanted to start off with an herb garden (which I would like to expand eventually), but I'm having a couple issues with 3 of my plants. I have Rosemary, Basil, Dill, Oregano, Parsley, and Cilantro growing. The Cilantro, Parsley, and Sage are - might I say - wimpy. I just read that they are cooler weather plants. I live in the south. Zone 10b. It's HOT and I do notice the leaves on my sage plant blackening. Are they burning? I also read that Parsley and Cilantro are annuals and that they will grow a bloom with some seeds that I could harvest. Mine haven't grown a single bloom. Since they don't tolerate the heat well, is it possible to grow them indoors on a window sill during the summer time? Do you think that would urge them to bloom and make me some seeds?
