There are many varieties of Lavender - the ones named Hidcote and Munstead are the hardiest. Munstead winters for me in my garden. One of the tricks to Lavender is providing really excellent drainage as well as a full sun location. Anywhere where the water pools after a rain or when the snow is melting is bad. Sandy, rocky soil where water drains fast is good. A rock/sand/gravel mulch is good. Lavender does not like a location where you'll always be watering. Do not cut it back in the fall and do not cut back the dead stuff in spring until you see where the new growth is coming from on the old wood.

If your garage is not heated then chances are your potted lavender will die over winter.

Lemon thyme should winter for you - again, well draining soil in full sun. Thyme doesn't like a lot of water, either.
