Lavender Question

I have quite a few Lavender plants...they grow well in my sandy soil and survive the winter..(this surprised me the first year)...

Today I noticed that there are these odd gel almost seaweed looking dark green things on the earth all around them. Have no idea what this is, any ideas?

I have cut back the tops (about seven inches long) to dry..

I don't and I don't want to go thru all the stuff to get it up on this website...and it takes too long with my dial up..
However. It looked as I said, seaweed, green, like thin jello...but today it is gone...just vanished. It was around every Lavender plant I have...following the outer edge of the plant...creatures from another planet??
