small bulbs on top?

I have a few lillies growing for the last few years, each year they come up, flower and later the stem browns as fall approaches and eventually will wind up in the compost pile. This year I have top small bulbs growing where the flower was. Are they bulbs that can be planted now or in spring? This top growth is new to me, so I'm not sure if I'm explaining it right.

This sometimes happens when the stem is stressed - it can be induced if the flower buds are removed before they develop properly for instance. Don't try to store them, plant them (shallowly) as you would any newly purchased bulb.

Just noticed you compost your spent lily stems. Not a good idea. Better to put in rubbish. That way you have no baddies going into your compost. Ditto with all iris when you tidy them up too. Think lily beetle and iris borer.
