Is it a hedge or individual plant?
In any case, it's looking worse than good and it looks to be right up front. I'd take it out rather than wait to see if it will recover. Shearing doesn't appear the way to treat it as well. They don't live long as far as shrubs go. Time to say adios.

If it's not leafing out by now, that part of the plant is probably dead. Most Ceanothus begin to push new growth by mid-spring.

Agreed with Mike. Ceanothus tend to grow pretty quickly, so replacing is usually a better course of action than waiting (or hoping) for heavily-damaged plants to recover.

'Victoria' (perhaps correctly 'Skylark') has become very prevalent at all manner of outlets in recent years. Even one gallon plants wouldl soon grow up to replace such a specimen.

They don't mind shearing as long as you do it once per year, right after the first, main flush of bloom and stay out of old, hard wood. With a hedge in particular you want to start doing it early in the life of the planting rather than trying to "stop" plants that are crashing against the size limitation after having grown normally for years, up to that point.

The linked article gives an idea of the relative hardiness of Ceanothus in the region. The evaluated plants were relatively young and subjected to temperatures that were not really all that low, so it's difficult to glean useful hardiness information from it. Still, the article underscores how easily they can get beat up in the cold. If you live in an area where you're annually flirting with the teens in December and January, you may want to consider using something else for a formal hedge.
