I believe the rose you are referring to is properly called 'Hot Cocoa' (registered name WEKpaltlez), a 2003 AARS winner. It is a strongly disease resistant rose and generally considered a very good performer for this area. Interesting smokey red-orange coloring and a strong fragrance.

That said, pretty much all of the PNW is prone to black spot and other rose fungal problems :-)) It is just a little too damp and a little too mild in late spring and early summer to avoid these problems. Even roses long touted for disease resistance - like rugosas, etc. - can get BS here. A lot depends on the weather and how you grow your roses. I avoid a designated "rose garden", as the close proximity of other roses does seem to encourage problems. And unless you are growing them for exhibition purposes, I think we've gotten seduced into thinking they need a lot more fertilizer than I have found to be necessary. Other than a topdressing of bunny poop early spring after pruning, I don't use any fertilizer and while black spot is not absent in my garden, it is seldom a big deal and the roses bloom and perform robustly. I do spritz with Rose Defense occasionally to control aphids and the Neem oil base also has some antifungal properties, which can help. Practicing good sanitation in removing early signs of diseased foliage and fallen debris, specially in late season and fall will help also, as will a mulch to reducing splashing up of fungal spores and possible reinfection.
