Indoor help!

I am trying to find out if now is a good time for me to repot my little rose, or if that would hurt it.

I recieved one of those grocery minis for Valentines day, in the four inch pot (actually four little plants upon closer inspection). All the leaves started drying and falling off,of course, and I was told not to repot or anything as the plant was under stress...now a month later after some trimming of dead buds and careful watering, the plant is looking better with many new tiny shoots cropping up. Is that a good or bad time to repot?

And, if I repot in a larger pot can I leave the plants clumped together? I know people don't consider that ideal, but what is the worst that will happen?

Should I put gravel in the bottom of the new pot?

I do have a fire escape it could sit on of indoors is awful, though the sunlight is amazing in it's indoor spot...
