Sounds like an excellent idea. If you sprinkle rather than irrigate, it will let the water through better than plastic. Probably costlier than than black plastic, though.

Since newspaper would do the same thing and is much less expensive than would a "weed fabric" and the newspaper would contribute organic matter to your soil why not use that instead?

As far as the cost goes: At Walmart, in their fabric department, I can get this at 60" wide for $1.50 per yard and it would last more than one season.

Newspaper is much less expensive, and adds organic matter to your soil, and aids in keeping the soil evenly moist as well as suppressing weed growth, and will help keep your soils cooler.

Well I do have very nice soil here in Kalispell. It is known as "Black Gold". Maybe I could ask my neighbors for their old newspapers(I don't get the paper) and put it under the fabric?
When the weeds are small its easy but as soon as they start shooting fast, #$*@!
I really don't need to keep my soil cool. It is too cold here as it is. Warmth is what I need!
