These huge weeds are making me nervous....

In my neighbour's yard, along the fence that we share, there are some very tall plants which I think are weeds. She is renting and has no idea what they are. They range from 5 to 12 feet tall, with hollow stems, long lance like pointy leaves, with umbels of pink flowers, similar to snapdragons. Should I be afraid? It seeds all over my garden, and I hope someone can tell me what it might be.
