If there is a discrepancy about whether a permit is required, you should contact your municipality and ask. While you have them, something else to keep in mind if a permit is required...at least in my area...the person who pulls the permit is the one who owns the job and any liability. In other words, if the contractor pulls the permit, he and his insurance are responsible if someone gets hurt or there is adverse damage. If the homeowner pulls the permit, they are liable since the homeowner pulling the permit is considered the general contractor, sub contracting the work. If your area requires a permit, I suggest you inquire about liabilities so you know up front what your risk management will encompass. I'm not saying this will happen to you but there are issues these days with questionable disability claims.
