Bud, the cat, is trouble with a capital T !!!

We have a male, neutered, tabby named Bud. He is a beautiful boy and is now 2 yrs. old. He is a talker, which I think is cute, I can talk to him and he always "talks" back. However, we also have a spayed female cat, 7 yrs. old. They tolerate each other, I find them together on a bed sleeping sometimes but most of the time Bud is a terror! He comes up behind her and tackles her, tries to sniff her rear end ( which does not go over well), sneaks up on her, etc. I have seen her initiate the play time some of the time but mostly he is too rough. How can I get him, train him, to leave her alone? He is also a wild man in the kitchen, gets on the counter, in the sink, dining room table, etc. He is a handful! Any ideas?
