Milgard Ordering Process - Can U Explain?

Hello knowledgable Gardenweb Community. Can anyone help us with this issue? We ended up with windows that have the wrong internal grid sizes.

We are building a new home. Our architect provided a window schedule with scale drawings, etc. We selected Milgard windows. Our contractor took the plans (window schedule and elevations) to the Milgard dealer in southern California and ordered the windows. Thw windows arrived and the windows are the right sizes but grids inside are the wrong dimensions. We wanted, and the plans specified, three equal-sized rectangular lites at the top of the glass. Instead the lites are square and don't match the other details of our Craftsman/Mission home. We want the right windows, but the dealer says he sent the schedule to Milgard so Milgard has to make it right. Milgard wants another $7,000 to fix it. I don't think we should have to pay. And our contractor says he did what he always does (for the last 12 years) when ordering windows from this dealer. Everyone agrees the windows are wrong. But where did the mistake happen? Any ideas?

Did the dealer make a mistake? Does the dealer translate the drawings into a code that Milgard uses to construct the windows? Or does the dealer just send the elevations and window schedule to Milgard and Milgard creates the windows based on the plans?

Sorry this is such a long post. Thank you in advance for any help.
