I like the glass like material inserted in the pole. What is it? Can it take the phoenix weather? The entire yard is well put. I am remodeling my backyard and would like to paint the concrete walls. How can I accomplish the look without the concrete blocks showing?

It is actually a resin material made by a company called '3-Form' and the product stands up excellently in the desert heat, although quite expensive. They do make a few products with organics suspended into the resin that do not stand up to the desert sun, but this is not one of those.

If you are looking to make your block walls look similar to the ones in the photo above may suggestion would be to have them stuccoed before painting, giving the walls a smooth finish. Keep in mind, you will need to be sure to chose the correct paint as they too can fade easily in the Phoenix sun.
