Illegal immigrants

While watching an episode of "Expeditions with Patrick McMillan" yesterday I found out disturbing news that Mexican birds are illegally crossing the border into southwest Arizona and congress is doing nothing to stop that. Congress did get Homeland Security to install a fence that has effectively stopped Deer, Jaguars, Ocelots, Pumas, etc. from illegally crossing but has done nothing about those birds.
