Advice on what to do with a 30 by 70 plot of land

Hello all,

I am considering buying a plot of land to build a small apartment and I just find out the dimension is 30 by 100 feet.

Can you advice me if it is possible to build on such a surface and if yes what should I considered before acquiring it?
